Depends on where you live. The time to plant in Canada is different then the time to plant in Mexico.
As long as the ground isn't frozen.. I planted about one hundred tulips, half came up, the squirrels dug them up and planted them all over the place. So I replanted the next year putting some chicken wire ( a little smaller then regular chicken wire) over the bulbs and then covered , it worked they are beautiful.
One year I kept putting it off until there I was, in the middle of a snow storm, out planting my bulbs before the ground froze!
Obviously, plant before the first freeze. A first overnight frost is a good indicator. If you are competing with our rodentia friends, chicken wire or wirecloth can be laid above the bulbs to discourage them.
Tulips love a cold winter so depending on the country you live in you could plant them in Autumn if you live in a warmer location you could trick them into thinking you are having a cold winter by placing the bulbs in the fridge in a paper bag for a few weeks before planting. There will be plenty of information on the best planting time on the internet.
As long as the ground is not frozen, you can plant the bulbs. I just read an account by a gardener in upstate NY, who has planted as late as near the end of December, and her bulbs bloomed in Spring.
