When can you cut back roses to make more roses,&the best way to do it?

The only thing that will grow by putting a rose cutting in a potato is the potato itself!
If you are looking to propagate your roses you can take a cutting from an existing plant and root it in a growing medium. A harder way to propagate would be to dig up the existing rose bush, cut the root system in half and replant the two halves as separate bushes. Hope this helps!
