I cannot find a straight answer for you. If anything try Potting up a Meyer lemon tree in a large container and over winter indoors.

Yes, but the type of lemon tree will be determined by what they sell in the local nurseries. I know people in the Carolinas that have lemon trees that stay in ground year round, and that is further north. Visit a few nurseries and see what they have to offer.
