Yes. You can prune the dead branches. It’s usually advised to just prune 1/3 of the branches a year so that the plant doesn’t go into shock.

Yes, as long as the roots are still alive, the tree should continue to grow.
I would also suggest to get some appropriate fertilizer and incorporate some clean fresh soil into the ground where the tree is planted, to try to rejuvenate it.
