Early morning , before sunrise .
Early in the morning.
I live in houston, Tx so the best time to water anything is in the evening. They will absorb the water better and it won't evaporate as fast.
This is the question that usually opens can of worms and contention among yard/landscapers. I water early morning, because I have had a yard that molded from the water evaporating before the heat could dry it out. HOWEVER, my mother waters a dusk. Not when it is dark. So, really, it is up to you. Just don't water during the day or after 10:30 and check your local utility/water department as to any water restrictions you have in the summer. I am in Texas, and we can't water between 10:30 am and 6pm, and we also have certain days we can water...

I'd water use fter sundown to give the plants the best opportunity to take up the water and avoid being steamed.
