It depends on the type of hydrangea because some bloom on old wood and some on new wood. Those that bloom on old growth should only be pruned after flowering. Those that bloom on new growth should be pruned before they wake up in spring or as they are going dormant in fall.

I use either hedge shears or a small pruning tool. Cut the longest branches but they say never to cut more than 25% of the plant off or it may distress the plant. Make sure you are not t rimming off the old wood if that is the type of plant that blooms on it the next year. There are some hydrangeas you can trim without causing any harm to the blooming process.
Best to do it in the winter when they are dormant.
