What is the name of this plant?

We live in the mountains of North Carolina. While walking on our property , we came across many of these plants. I don't think they are baby pine trees. I could be wrong. Could they be baby hemlocks? Thanks for any help.

I believe it is ground pine. It doesn't grow into a tree. Traditionally it was pulled up to make wreathes with. It is protected in New York state -

It is princes pine ,used to make wreathes at Christmas .You pick this plant and gather itito small groups and wire it to hoops to form a wreath. -
