Before any new growth starts to emerge.
Whenever you get dead wood. Regularly do it in the Fall when the leaves die off.
It's usually a good time to prune it in the late fall. I'm a very neglectful gardener and I pruned mine in December! We had unusually warm weather here in Indiana and it was still blooming in November! I decided to go ahead and cut it back when I had a few mins. in Dec. but it still had some blooms on it. Now we're finally out of winter (73 here today!) and it's doing well. Just as long as there aren't any buds on it, I think you're ok.
It depends on the variety of rose bush. If it blooms on new growth, prune in the spring while still dormant and just before just before it starts to leaf out. If it blooms on 'old wood' prune in the fall. There is a wealth of information on the internet on how and when to prune, shape, etc.--general info if you don't know the variety, specific if you do know the variety.
I live in California & I cut mine back in late December or early January. Truth be told, I cut them back before I know they will start to grow out for the spring! The wonderful thing about roses is that they are quite hardy & if watered & fed will be just fine!
