well composted animal manure - ( if it's 'fresh' it will come with seeds, or it will have too much nitrogen and burn ); remove what weeds you can by hand - pulling, and as soon as you see any new grown, do it again; get rid of the 'green' and the plant will die from lack of nutrients supplied by the leaves;
you can purchase 'Black Cow' and use as a top dressing; purchase plugs and fill in bare spots, -- much more successful than re-seeding ...
check with a local GREENHOUSE/NURSERY -- not a 'big box' store that only wants to sell you plants --- for what types of grasses do best in your area/environment.
