How do I organize a small apartment pantry efficently?
I have a small closet pantry in my apartment that has 4 wire shelves. I am looking for ideas and suggestions for items/products to organize pantry/canned items and ways to use wasted space at the top shelf(have about 2.5-3 ft from shelf to ceiling. It is a small apartment and I need every inch of space I can use.

If your pantry is 25” wide or bigger, I would check out the Sektion cabinets from Ikea. You can build them with shelves, drawers, and cool little drawers in drawers for specialty utensils and spices.
If not, IKEA has great pantry organizers, baskets, containers, and a surprising amount of kitchen ware.

An alternative for the top cabinet space is investing a bit and installing a sliding shelf or two. They’re available lots of places, but Amazon gives you a good idea of what’s out there.

As for the lower shelves, get some appropriate-size wine boxes and put your goods in them so stuff doesn’t get lost in the back. An alternative, of course, is strong (apple, canned good, etc) boxes reinforced with more cardboard base and cut down to about 4” high. Cover with Contact or colored duct tape to strengthen and help them slide better. I dislike wire shelving.
I have a friend who stores everything alphabetically. So I’m not going to recommend a system for you other than just grouping with frequwpency of use.
I grabbed a small round lazy susan and that has helped to maximize the space in our tiny pantry.
