You could drape an outdoor rug over the rails for appeal from the ground.
I think simple is best. A couple of chairs and a table for drinks, hanging plants, and a small amount of decor on the wall-seasonal or something that works year round like a metal sculpture.
We own a condominium on the 11th floor with a lovely balcony. Keep in mind you will have wind, so make sure any furniture or planters you get are heavy enough that they won't be blown around. I would recommend artificial plants for the same reason. Have fun and enjoy your space.

Paint a rug on the floor with painters tape or stencils. Add a heavy bench no lightweight furniture as the wind is always a factor. If you want plants use concrete bases or anchor them in large sand filled planters that you put your plant into. If you want privacy you could anchor something to the railing like lattice attached at MANY points to the railing with wire or electrical wiring straps. You could sit planters in front of that for even more privacy.

Hi Alfred, A nice indoor/outdoor rug will be great with a bistro size table. It will depend on how large the balcony is as to what you can add. Just remember that your highrise may have restrictions on what can be placed out there. Also, make sure anything you add is heavy enough to now blow off in high winds.

Add lots of trees and flowers as well as nice patio string lights
I put artificial turf on my 36' deck using double-sided tape so I could walk barefoot on it. Added a chaise lounge and small table for after work chillin. One end had a low coffee table with a stone buddha on it for some mindful meditation. Then I added a wrought iron table and chairs for outside dining. Added a small bookcase with some succulent plants that could survive neglect due to frequent traveling. Zip ties and heavy duty double-sided tape can be your friend to make sure nothing blows away.
