You mentioned carpeting but also outside hurricane protection. Is this for inside or outside? You may want to google dog crates and see if you can find something like this.
If you're talking about just using a portion of your carport, you can buy puppy fencing fairly cheap. This would only contain a small dog, a large dog could knock it down.
Chicken wire is cheap and very flexible. You can set up a concrete block in each corner of the space you have. Put a yardstick in each block. Start the chicken wire at the corner where you want a door. Walk the chicken wire around the back of the other blocks, up to the original corner block. Add one more block to complete the wall, with the first and last blocks next to each other. Don't cut the wire yet. Do you like the size and shape of the pen? Add blocks and yardsticks if you need more corners. Make sure the chicken wire starts next to the floor. Now staple the wire to the yardsticks. You have made a corral. Now, put an old dishcloth under the original block. This block can slide back and forth to open and close the "door."
Hurricane coming? Roll the yardsticks and chicken wire up and take the bundle into the house. Move the blocks as you wish.
So what you have is five or more concrete blocks, five or more yardsticks, a stapler and staples, maybe 40-50 feet of chicken wire, and an old dishcloth. The pen would be flexible, portable, and inexpensive. The construction would not be permanent, would not obstruct any view, would be lightweight except for the blocks, would not need painting, and is not white trellis.

You could disassemble these panels of the runs, and putting 4 d-rings to the side of the house, and run rachet straps through them to fasten flattened run along the wall.
Thanks for your research Sharon! I really appreciate it but my HOA will not approve anything permanent or semi-permanent with chain link fencing. I just might have to create something with vinyl fencing. Thank you!
What I did on my back yard 6' chain link fence was to put the white vinyl fencing cut to fit each panel with the pointed edge on top, and put on with screws, large washers and nuts. Looks good and gives privacy.

I know chain link fences aren't the best to look at but I have seen some that are black instead of the gray metal that most are. The black ones do look much better and being black they seem to blend into the backgroud more.
