If you know of anyone with an unused TV Dish, with some sea glass to cover it, it would start a great Bird bath. A Base of sorts should not be difficult to make or find.

Cement. Smooth off and leave to cure 7 days?
you will need two containers about the size you want to make like old bowls or pans. Spray the inside of a pan to fill with WD 40 or vegetable spray like Spam, use a slightly smaller pan (approximately 2 inches smaller in diameter) spray outside of pan. Pour the larger pan half full of cement. Press the smaller pan down to force cement up the sides of the larger pan to the top edge. Let it set a few minutes then remove the smaller pan and let cement finish drying out like over night. We used a large size grease pan and an old metal pie pan to make ours. Old bowls would work as well.
Use cheap plastic bowls the size you desire, pour concrete mix in the largest bowl and sit the smaller bowl inside to help form the bowl shape. Let sit till dry. Cut away bowls and you will have a birdbath.
