Late Spring, during summer when you can see branches that are rotted/dried up and not producing new leaves or budding flowers. Also late fall to discard of dead flowers/leaves.
Each plant has different requirements. Any reputable nursery can help you out. Or just Google what you have to find out what is recommended for each of your shrubs. Tell us what you have and we can get you started.
Most shrubs should be pruned in very late winter or very early spring before the buds or leaves begin to pop out.
