I've have cedars and nothing grows under it. If you want to make it look pretty and clean I advise putting lava rock or even bark or mulch under it
I have seen people put an edging around the tree to where the damage starts and use mulch or rocks inside the area. Perhaps you could put some potted plants in there too. I have also seen them use large rocks and made a rick garden.
The acid from the cedar leaves that falls odd leave too much acid in the grass and kills it. Simply outline and edge and take away the sod and replace the entire area with single or double shake mulch a minimum of 4 inches thick. It will have to be done every third year because the mulch decomposes and turns to rich dirt. The mulch also keeps a majority of the weeds from growing.
I agree with those suggesting to add a permanent edging around the tree. I would add river rock or some type of permanent granite so the leaves and tree debris and be blown/cleaned out of the area frequently. Depending on the color of rocks under the tree it could actually accent the beauty of the cedar tree. I prefer rocks to mulch which often gets blown away in high winds and clutter up the rest of your landscape.
I would use pine bark mulch around the trees. It usually goes on sale at Lowes or Home Depot in March.
I too would go with mulch as it’s easy to maintain as well as replace as it degrades.
