Check with a building salvage company in your area... they usually have materials that are lots cheaper than buying new...a Stucco type coating might cover any uneven spots, before priming and painting.
You can paint it. Clean well, remove and repair any loose stuff and holes/cracks, Prime and paint.

If you want it to sort of disappear paint it the same color as the house.
WalMart sells plastic brick panels fairly cheap. Buy a few in a matching color (or paint them to match the house) and attach them over the bare area. Would help it to blend in. Also, you might consider planting something low in front of the wall to detract from the area....monkey grass, etc.
Clean the surface really well and go to a Mason Supply store to get a cement based coating to do a "sack" finish over the existing cement. You'll need length x height for approx. sq. footage. The right consistency and a sponge trowel can give several types of textures. Let cure, and paint or fully cured looks plaster or cement color.
Paint...I would add brick veneer because unless it matches perfectly, it will look off.
