No the vinegar will kill your plants.
Vinegar is nonselective, so it will kill everything it touches and anything in the surrounding soil. Also, nothing will regrow in the soil, sometimes for months, if not more.
Do NOT use vinegar! Mulch your iris. If there are weeds, you can easily pull them up, roots and all!
