If you do not want anything to grow there, spray with full strength vinegar. Easy and cheap!
I have this recipe for killing poison ivy--so I'm sure it would kill weeds and grass. Take a sprayer--like you would use to mix weed killer in from the store . Mix 3lb. of salt---a gallon of water and 1/4 cup of dish soap---i use dawn. Mix that all up to dilute the salt into the liquid, spray the areas thoroughly on a sunny day--with a forecast of good weather for another day or two---so it doesn't get washed away-----you may want to pull the bigger weeds first---makes it easier to get to all that you want to disappear. Just make sure you don't get any of this on other plant life----or concentrated in an area that you may want to plant anything later----because it will not sustain plant life with it in the soil. Good luck!!
Is this a city, state or county right of way? Should't they be responsible for the maintenance? If not, is it too steep to just mow? If at all possible I would make it part of the lawn.
