Put some pepper in ground, sprinkled around the outside of the garden.

  Cheap! Dollar store or buy in bulk from a big box warehouse store. Cayenne works too. So does peppermint oil, but don't use that if you have pets.

You could fence it off, have never tried pepper but it sounds intriguing.
