How do you keep little "munchkins" out of your garden naturally?

I have little holes in my lettuce and kale and I am paranoid about eating bugs. I cant see any. Live in Ohio.
Put some pepper in ground, sprinkled around the outside of the garden.
You could fence it off, have never tried pepper but it sounds intriguing.
Chicken wire works fine.
