You won't till all the roots have completely gone.
Ask someone at a large hardware store, how to decay a tree stump. I know you can drill holes, and apply 2 things.. I am not sure of the 2, so I won't guess, but they will be able to help you. J.
Spray heavily with straight vinegar. Needs to be reapplied after any rain or sow.
