Get a motion-activated sprinkler...best money I ever spent!
I use both cayenne pepper powder and grated Irish Spring Soap where ever I have problems with critters. If you want to put it on the plants themselves, try hot sauce in a spray bottle. Do this as soon as you see them come up out of the ground, that is when the critters like them the most. The powder and soap I put down when I think they are close to coming up. The powder and the spray need to be renewed whenever it rains, or you don't see it around the plants to keep it covered. The grated soap lasts longer.
