have you tried a Japanese beetle trap? They contain liquid or granules to attract the beetles but once inside, they can't get out.

I just saw this on TV yesterday. A master gardener said you can buy pheromone traps. Or you can take an empty plastic margarine container and put soapy water in it. Then you use the lid to tap leaves where you see the beetles, and they will fall into the soapy water and won't be able to get out. She also said you could buy gauze netting for covering plants, but she said she had tried that and they still got at her plants. They really like rhubarb leaves. Before I heard this lady talk, I had taken a garbage bag and put it over one rhubarb leaf at a time. Then I cut the leaves off and the bugs fell into the garbage bag with the leaves. Then I just harvested the rest of the rhubarb plant. For roses though, I think the other methods will work better.
