these usually are the tent caterpillars. they are voracious! You may have to cut out the area with them and burn that branch. Spray them at dusk when they return to to nest. Good luck!!
Neem Oil
Have you tried food grade diatomaceous earth on your lawn (to get rid of the grubs)? It's safe for animals, pets and humans. (be sure it's food grade)

Marlene - the bugs on your tree are Japanese Beetles and they are evil. There are all kinds of chemical remedies for Japanese Beetles, but those remedies aren't safe for fruit bearing plants, or for other beneficial insects. Someone else mentioned Neem Oil. I think I would do a mix of Neem Oil and Dawn dishsoap in a sprayer that you can attach on your hose. Spray them in the morning or evening when they are the least active. You may have to spray several days in a row to see their numbers diminish. Good luck!

Use BTK Spray - Simply spray the leaves of your trees with BTK and when the caterpillars eat it it will kill them.
