Level off the area and put down a firm base. Frame with lumber. Then you are ready to pour concrete. You can purchase bags of "just add water" that can be mixed in a wheelbarrow or rent a mixer. Once it is poured to the top of the wood, take a board to smooth the top. As it dries, make sure you continue to smooth with either wood or a trowel & water. You can add texture by sweeping before it dries.
For what purpose will the cement be used? Are you wanting to make a patio floor, driveway.........? Will anything be stored on top of the cement? Do you live where it freezes in the winter?
Please tell us a little more about your project so that we can try to answer your question.

Here's a link to how we just poured our own slab. It wasn't too hard but it can be tricky! https://www.grandmashousediy.com/concrete-forms/
