What type of paint would I use to paint concrete planters?
I want a dark shinny blue like a glazed ceramic pot.
They used to carry "porch paint" or "concrete paint" at home improvement stores. I do think you probably still need a sealer.
Concrete paint, power wash off the old stuff, make sure its dry.
My climate is completely different and I had the same problem. At one house I stained the concrete, but the summer sun here is brutal (100°+ in the shade for months on end), that it faded unevenly. I just leave it natural and call it a day.
First you need to power wash (some do an acid wash), then when bone dry, a prime coat or two, then paint formulated for concrete then sealer. Hopefully you will get a few more years before starting over. Anything is worth a try!
Seal the Concrete first then use Floor Paint for concrete or Brick and Tile.

Some beautiful colors are available, to paint the cement. Your paint is peeling, you need to power wash it, and let it dry completely, in the sun is best. You'll need a primer, then some paint. You can roll it on, with a roller with a handle so you don't break your back. Some of these paints with glitter are toxic. Paint with the windows open or if you have a screened porch. Find these colors at Homedepot or Lowe's.
