You can paint over chalk paint, but I'd probably use another color of chalk paint. Then just sand the places you want distressed.
Yes, but if top coat is wax, you'll have to remove that.

You can paint over chalk paint but you can not paint over it if it has been waxed.
If the chalk paint was waxed, remove the wax with mineral spirits. If it was sealed with poly, use 220 grit sandpaper to rough up the poly topcoat. And then you'll be good to paint more chalk paint over it. If you want to use latex paint, you'll need to prime with an adhesive type primer before painting with latex. Chalk paint is the best to be distressed though. I wouldn't recommend latex if you want to distress.
If your chalk paint has been on the furniture for more than 30 days and has been waxed as a finish coat you can paint over it with more chalk paint. Chalk paint with a wax finish takes about 30 days to fully cure so once time has passed you are good to go for painting over it with more chalk paint. I have done it with Annie Sloan and Rustoleum Chalked and did not do any prep to my previous initial coat of chalk paint and wax. It will need 30 days to fully cure--different than just feeling dry--so be careful until the paint has cured.
