You can always paint it with chalk paint. I like chalk paint because you don't have to sand the dresser before painting.
making it TALLER may be easier said than done ... stripping ( Citristrip) the finish on it... and restain or paint will take care of the 'dark' part ... but if the legs are carved, curved, etc., adding taller legs won't match the style of the piece -- could you send a photo?
