Scrub and let dry then use a paint for plastics.
Yes, you can. Clean them well and use a paint made for all surfaces.

How to paint mesh patio chairs that have faded
Rustoleum 2X spray paint or Krylon fusion spray paint
I would just get spray paint that is graded for exterior use.
I sprayed mine with exterior spray paint and they are holding up well!
After a good cleaning, I would try a Rustoleum spray paint that is labeled for vinyl. Do one and see what you think. Redoing the webbing is another possibility. Decide which is more practical for you. Neither is a huge investment. Good 3!
Use a rolller it works well cover the floor or do in the grass it works well I just did it
I would use a Rustoleum Spray paint in a color you love. Spray lightly in several coats until covered rather than one heavy coat.
Spray paint after a good cleaning.
A good spray paint will work wonders on the webbing. Just take your time and apply a couple of light coats of the color of your choice.

Rustoleum makes a hammered spray paint that should work since it is also used for repainting sling chairs.
