Hi Holly,
I see a lot of dresser to shelf transformations and some cabinet shelf to drawer transformations. I can't find any with non cabinet shelves to turn into drawers. If no one is able to help you with this answer you could consider adding some baskets, or bins to hide the items you want to store there. Sorry as an after thought after writing all this above is you could add some vertical boards then attach drawer slides and then the fronts. You would have to make all this yourself (except for the drawer slides) in order for this to work.
As you want 4 Drawers, you will need 4 Drawers hardware kits. To make the drawers it takes 5 boards: 2 along the Length, 2 along the depth and one at the base.
You could use the cloth bins to put clothes in and they won't be seen and just pull one of the bins (that are labeled, of course) to get out what you need. Otherwise you will have to build your own drawers to fit the shelves and install all the hardware for the drawers to slide in and out.
You would need to build drawers and hardware to fit. Simpler to use bins.
