Try using a small amount of goo-gone
Very carefully because you cannot remove the hinges.
You can try a little paint thinner or goo gone. on a rag or goo gone.
If it's wet use Brush cleaner, If it's Dry use a Craft knife and carefully scrape it off.
Goo Gone is used to disolve adhesive . Try paint thinner , mineral spirits or a product called Oops . It's made for painting slip ups.
Dampen the hinges with Goof Off on a cloth or paper towel. Use a putty knife or razor scraper to remove the paint. Use the corner tip of the putty knife to scrape out the paint out of the screw heads.

Have a 100+ year old house. Previous owners painted over brass hinges. Tape poly around the hinges to protect the door. Then use stripper and scrape off as much as you can. Once you get the screws out, use a utiity knife and draw it around the hinge. Then use a flat head screwdriver in the screw hole to pry the hinge out of its setting. Finally, drop screws and hinge in a bath of stripper to remove residual paint. Wash with soap and water. If brass, polish it with brasso or such. Then spray with clear coat automotive. Never have to polish again.
