If it was me I would use gesso over the old paint than you can pretty much use any paint you want.
Start with a white primer/paint and let it dry. Then paint over it with your pattern or picture.
Then hope you don't regret it, that picture you painted over may someday be valuable!
wipe down and gesso it, that should give it the surface it needs to be painted over
Definatel gesso. Will prevent colors from previous work from showing through.

If it is just a print, as others have said, a primer would work. I would use a high-ashesion one line Bin , Zinsser, BM or Kilz
