I will not skimp on scissors!! I only buy Fiskars scissors & cutting tools. I usually manage to snag them on sale so it's not too much of a splurge. I don't even know how many I have. If they're a deal, I'm buying them!

If it is for home improvement or crafting, tools are important. I buy the best I can afford, even if I have to wait and save my big pennies to get the tool. So worth it.
For me, my artists brushes for canvas painting, varying width house painting brushes, 2 1/2" angle brushes, foam rollers, 600 grit sanding paper, a good caulking gun, well......................just about everything in my paint shed (I think I was a deprived child, so I have multiple of every tool and brush to do my job.)
