Make sure to control humidity... tools in uncontrolled environments can get rusty FAST! Use silica pouches or some damp-rid. If you want to risk a sticky surface later, you can use a spray oil (WD40).
Pack Sharp tools by wrapping the edges ... newspaper will absorb moisture.. plastic would help vaporize it... choose PAPER.
Most others can be bagged and perhaps cushioned with packing peanuts.
I put mine in heavy duty small cardboard boxes with crushed paper. Tools can be heavy so packing them in large containers are hard to move.
