It could be a few things. The transmission is bad, the V-belt is defective, or the wheel gears are clogged with grass. Here's a link:

Ann I would look for a local handy man you could take it to or maybe they would come to you. My experience with push mowers is honestly a REALLY good cleaning can do wonders. You could consider taking it to a local do it yourself car wash and give it a thorough spraying first.

Sometimes the gears wear out at the wheels or at the and joining gear site. Replacement parts are definitely available. Get a look at this area in your situation to find clues to the problem it could be similar to ours. Hope this helps.
if you know the brand name look up the mfg and call or email them and ask them for help and also Home Depot, Lowes etc would know as well
maybe it needs a good cleaning, new spark plug and oil change it will make it do wonders
I would just take it to a lawnmower repair shop, let them investigate the problem and fix it.
A good cleaning never hurts and maybe a place to start.

The most common problem is the drive wheel. Could be in front or back. Find which one it is and remove it. The gear inside of wheel should have deep groove all around it for the gear to turn. Often the plastic slots on the wheel are chewed up. Jack's Small Engines has part for mine an it is a 1987, so your chances of finding one if that is what it is are pretty good. Get the model number off of mower and check it out.
Spray the axil with WD-40

Take them off and clean thoroughly. Before replacing, spray well with white lithium lubricant. WD40 is not a good product in this application as it will dry it out.
Check the V belt
clean the wheels there is probably grass in the bar use a scraper or screw driver to clean them
Clean the metal axel it has grass stuck on it .it gets caked on.
