You might try calling a windshield repair place and ask them, or any glass/window installation store.
Use an emery nail board to sand the rough edge. Metal file is not strong and flexible enough.
If you have a Dremel tool and some diamond bits, you can probably smooth out the rough edges.
Be sure to use a mask and protective eye glasses if you are etching. This stuff flies everywhere. Even a bandanna over the nose will work. Good Luck! Hope it works for you.

I've had this situation with some glass pieces and have used my diamond knife-sharpening tool to smooth out the rough edges. I just pass the tool slowly and gently across the rough areas and end up with no more dangerous edges.
