Try using liquid nails. We used it to fix peeling vinyl flooring in our bathroom.
Dap puts out this stuff in a tube called liquid nails. I would try that. It the vinyl is curling iron it first with a damp cloth.
I think I would use a clear urethane cement to stick it and blue painters tape to hold it while it dries.
