If you turn the seat over and lower the arms you will see that the seat is screwed in you could remove the screws and replace the piece.then put back together if you know someone with a sewing machine they could make you one

If the fabric is damaged perhaps you want to replace the seat swing. Using your defective one is a pattern might be an alternative. Or replacing both parts is another option.
