Spray adhesive, 3M makes one for foam.
Hi! This is a good product, and you can use a glue gun: https://smile.amazon.com/Woodland-Scenics-ST1446-Temp-Sticks/dp/B0006KSMFY/ref=sr_1_18?ie=UTF8&qid=1530934399&sr=8-18&keywords=foam+glue
Agree with using spray adhesive found at craft stores. In a pinch, i have used double sided tape for outdoor purposes. Had on hand and cost $0.
Agree with Sharon. 3M super 77 spray adhesive. Spray both pieces and stick together. Will create a permanent bond.
All good answers, just make sure the glue you buy says it can be used for that purpose. Otherwisem the glue will start dissolving the foam.
You can use a spray adhesive that's made for this purpose.
