Be sure your electricity is off, this includes the breaker.
Some garbage disposals have a reset type button under the disposal that will ''unlock the blades". Mine does not. I use a broom handle. I stick it down inside and move it in a circular motion a few times, then side ways - basically to unstick the blades. Try the switch, if it turns on yay! if not, repeat with the broom handle until the blades are freely moving.
That's what I do. Someone more experienced will may have a better answer. Good luck!
