Tool box of metal edges and material of inside, looks to be very thin layers of "some" type of material. Want to make it functional. Thank you in advance for your time!!

The tool box as I received.

Inside edges.
For the metal, I would start with some fine steel wool - it may be all it needs. The edge seems to be some sort of veneer that is coming apart. I would pour some wood glue into the cracks and use clamps to hold the layers together until it dries. Be sure to wipe any glue that leaks out when the clamps are applied.
Steel wool can be used to remove any of the rust from areas. Wipe with a clean damp cloth and dry well. To keep rust from forming again, apply a clear sealant to the metal areas. For the cloth part, if very worn and disintegrating, perhaps remove to make a pattern and then select a fabric you prefer to make a new one.
Fine steel wool will remove the rust and seal it to protect it. The outside is stained and falling apart, have you considered making a new cover for that? You could use decoupage and then seal that on also to make it waterproof.
0000 steel wool on the metal. 0000 is very fine. You might try some WD40 on the steel wool and gently rub while wiping as you go along. Inside looks like wood veneer. I would sand and paint the inside. Glue any part that is separating.
Hi Pauligirl: You can, as William has suggested, use a fine steel wool on the edges. I'd dip the steel wool lightly in either WD40, 3-in-1 or some other non-food oil, and sand lightly. As for the fabric that's coming apart, I'd try squirting some glue, like Gorilla Glue or Crazy Glue and clamp and let dry. On the inside, you can get some large pieces of felt from a fabric store, or even some of that rubberized shelf lining. The sides can be painted to match the material you put on the floor of the box. The outside can either be painted or stained or painted to look like wood https://www.bobvila.com/articles/paint-that-looks-like-wood/ or https://www.youtube.com/watch?v=vfDXUfd_C_s or even https://www.bing.com/images/search?q=how+to+paint+wood+to+look+like+marble&qpvt=how+to+paint+wood+to+look+like+marbel&form=IGRE&first=1&tsc=ImageHoverTitle. You might even want to paint the corner brackets and edging in black or gold :)
Good luck

I don't see the rust but naval jelly is good for that, in general. I would clean with a cleaning paste first then see where it stands.
Rustoleum makes a fantastic rust remover.
Thank you everyone!!! Steel wool I have!!! Giving it a try!!!
If you get Brasso cleaner it removes rust
I would sand and paint this piece. It looks to be very old and it would look great painted!
I would paint or seal the piece in some way, too, so it doesn't continue to degrade. Really cool piece!
Thank you to all!!! Will post when completed!
fine steel wood is the way to go about it
Thank you to all!!
