Might need to sand it down and repaint using sealer or primer before paint.
You need to scrape down all the areas with bubbles. Once you start scraping it's likely you'll see larger sheets of paint peeling off. Continue on until nothing else scrapes off and then sand well. Use a GOOD primer made for the type of door you have. I bet it's a metal door?
Test the paint with nail polish remover and also alcohol. Which took it off? That tells you if the paint is latex or oil. Use the same type of paint once the primer dries and it should not happen again.
Take a razor blade and make a dot hole in the spot and gently push it down
If the paint is latex, it will come off with water, if oil based paint, it will come off with fingernail polish remover. Wet a cotton ball or a Q-Tip with either water of nail polish remover and see which on dissolves it, then you have your answer. Do this in an inconspicuous spot.
