Buy a pack of outlet insulation pieces. Remove faceplate put in piece put cover back on.
Threshhold may need silicone to seal. They make brown to mimic wood. Some threshholds are screwed in in which case you can remove, add foam or fiberglass pieces and put back down.
I would say that you need to caulk well outside. Also caulk inside. There are insulators made for outlets inside. They go inside the outlet covers. There is also strip insulation that goes around loose fitting doors to keep out the draft.
Kim....You may be able to call your electric company and see if they have sample pkg to give customers. I retired from one and we had them to give to customers.
