If the vinyl tile is smooth you can tile over it. Just use tile mastic, not thinset. Thinset will not grip to vinyl. If the tile has texture put mastic over the vinyl and butter the tiles before putting them down. The mastic on the vinyl and tile will create a suction to grip both. My daughter had it done to her bathroom. I was skeptical being in the business so long. But it worked. Technology, newer products just make things easier.
I would recommend placing a wooden sub flooring over the vinyl first before starting tile. It will stabilize the tile.
