How do I put laminate flooring over cracked ceramic tile?

I have a very old worn, cracked and chipped ceramic tile kitchen floor. I want to cover it with either vinyl sheet laminate or vinyl tiles. Is there a way to accomplish this without tearing up the ceramic floor? Please, please, please, say there is.

You can but you have to put down over tile a new plywood subfloor.
You must level the floor first using cement or plywood. Pull all of the baseboards off. Level and then put down vinyl. Replace the baseboards.
Your floor unfortunately would never be right or sit properly if you go over a tile floor with anything. Whatever you put over it won't last either. It's easier to rip out a floor than you may suspect and you'll save yourself loads of money and headaches if you do that first.
