Can I cover penny tiles in my bathroom without removing them?
My bathroom floor has ceramic penny tiles, I would like to redo the floor but don't want to have to remove them. Is there anything I can cover them with?
If you want tile you will need to repair the concrete first. Then install the tile. Or remove the old concrete and install a paver patio.

Unless you take out the concrete, you may risk the tiles or pavers breaking where the concrete is broken unless it is repairable and won't shift.
As long as it’s still fairly level, there’s may kinds of material you might like using? There’s a tile out now that I believe is either 18”x18” or may be as large as 2’x2’ ? It’s made of recycled tires, but it’s quite attractive and comes in different patterns and colors! Be very easy to install! Otherwise whatever tile you like that’s designed for outside use and glue in place with a exterior glue

Pavers should be thick enough to cover even the broken spaces. I agree with Nancy about tiles possibly breaking. A picture of the patio would be helpful.
If there are any bumps or lumps you will need to even it out first. You could probably lay pavers or tile over top. With the tile you will require the correct base like mortar and for the larger pavers you could just apply a water resistant caulk to fasten them down so they do not move. You could also try the PL 600 or 900 carpenter's glue. The latter would be the better of the two suggestions.
I covered my cracked and tilted concrete pad with pavers. The guys put down a layer of special sand, leveled it and placed the pavers. Voila a beautiful patio.
