Cut the pillow case down the sown side and across the bottom. Trim off the seamed edges and then cut and seam the case to the length you want as well as the sides. Be sure to not sew closed the header of the pillow case as this is what you'll put the curtain rod through. I have made several valances and curtains using flat sheets and pillow cases this way and love them. I used to find material in patterns that I liked better in sheets than I did regular material and the sizes were right. Just choose a sheet that will fit the window size and use the pillow case for the valance as you want. Easy and quick. (note, I'm not much of a sewer so if I can do this you can).
Luckily you have 70" of cloth to cover the 63" of window.. open the bottom seam of each pillowcase and one of the side seams of each case. Seam the two open ends together (try to match up the pattern if you can. Decide how deep (how far down you want the valance to be from your curtain rod and measure and cut accordingly, leaving room for a large enough rod pocket to slide your fabric onto. Fold and hem all edges ensuring we don't sew the rod pocket closed, easy peasy! The colors/pattern are beautiful. If you plan well you can use the trimming at the bottom of each case to , although probably not but you might be able to use it elsewhere to trim a throw pillow.
