Battery powered clocks can be repaired by simply swapping out the clock mechanism with a new one. Other idea.....if the clock is of a nice enough size.....use it as a table top using an old, heavy lamp as a base.

If its battery poered go to a hobby lobbyor michaels and purchase a replacement motor assy. It comes with new hands.
If not going to fix, reuse face for bird bath or feeder; add mirror or paint and stencil design/cute saying
