How can I repurpose Work shoe covers?

My company has hundreds of shoe covers that the elastic is no good. We would like to find some use for them. It is not worth putting in new elastic at this time.

You did not say what the material is on the shoe cover, but I bet you could use them as dusting cloths and then just throw them away when they are dirty. -

Cut them into various circles and make into coffee filter wreaths -

it is a pretty blue and pores material and has chevron markings -
