There are quite a few Roman blind tutorials on HT, perhaps one of these are the one you were thinking of - https://www.hometalk.com/search/posts?filter=roman%20shades
there is a box up top and on the left- it says find your next project? try typing roman shades. some times you can find it some times not, I did make some a few yrs back but I cheated, there is a fabric at dedicated fabric stores that you chose the fabric you like for the inside, and the outer is a neutral tan. you attach little rings to guide the cords. the fabric was called warm windows.
Follow the directions for the Roman shade. If you are timid, make a model shade with aluminum foil, with rulers or chopsticks as slats. A Roman shade is basically a fabric covered blind with most of the slats taken out. Good luck with your own, Michelle! ☺️
