Try using vinegar. After washing with soap and water, pour vinegar in and let it set for at least a half an hour. Then dump that out and wash again with soap and water.

Try bleach.
I would put some baking soda in it and put the lid on. Let it set overnight. You could do the same thing with charcoal.
Put newspapers in it and put the lid on. The newspaper removes odors
